· In support of the Federal Cloud Hosting (FCHS) contract vehicle for the Department of Interior, Mr.
Arte is responsible for business development activities to grow a federal whitespace account by
responding to RFI, RFQ and RFP task orders from the government.
· Solutions focus on helping government agencies migrate workloads to best-fit FISMA certified,
FedRAMP accredited public and government community clouds such as Azure, AWS, CGI,
Salesforce.com, etc. for IaaS, PaaS, SaaS and Shared Service based offerings.
· Won a $1.2 Million project with the U.S. Commission of Fine Arts to deliver a Drupal PaaS solution for
a Content Mangement System.
· Engaged in cloud hosted solution architecture development, proposal management, proposal
response development, bid pricing, SLA development, vendor/partner relationship management and
related business development tasks.
· Working closely with the CGI Federal’s Enterprise Technology Practice for the evolution of cloud
solutioning tasks such as DevOps for cloud automation, Management Service stack definitions for
cloud platform services (PaaS), cloud brokerage evaluation, private cloud hosting, hybrid cloud

Federally Funded Marketplace (FFM), CMS
August 2013 – March 2014
· In support of the Affordable Care Act (ACA), for the Federally Funded Marketplace (FFM), Mr. Arte
was engaged on special detail by CGI’s senior executive leadership to manage delivery of
Medicaid/CHIP application transfers between State Medicaid Agencies and the FFM to facilitate

Qualified Health Plan or Medicaid/CHIP coverage for beneficiaries.
· FFM is a Government Private Cloud based, CMS 3-Zone, Enterprise Service Oriented Architecture
based system developed on the RedHat JBoss platform with Mark Logic, Akamai, Terracota, Adobe
LiveCycle, Alfresco, Backbone, Javascript MVC, Spring and other enterprise frameworks.
· He led a 22 member, cross functional team of Business Analysts, Developers, Data Architects and
Testers to manage end to end rolling delivery of the Outbound, Inbound and Outbound Response
functions.
· 3 Million+ application transfers in the form of National Information Exchange Model (NIEM) based
XML payloads, were successfully completed to and from the States within 8 weeks of deployment.
· His responsibilities included Project Delivery, Operations Management, Client Management of staff
from United States White House, Centers for Medicare and Medicaid Services and Office of
Information Services, reporting to the CGI executive team including CGI’s Global CIO.
Health Plan Management System (HPMS), CMS
September 2008 – July 2013
· Mr. Arte managed Technical Delivery and Solution Architecture for the HPMS program which is a $13
Million/year contract with Division of Plan Data (DPD) a division of the United States Department of
Health and Human Services (HHS) and provided both strategic vision and tactical support across the
program.
· In addition to client management and oversight of the technical delivery across the program, he
managed and mentored a geographically distributed technical team of 45-60 senior to mid-level
Technical Managers, Leads, Developers, Database Administrators and Testers.
· He designed, developed and implemented the first ever .NET layered architecture at the Centers of
Medicare and Medicaid Services (CMS) by leading a team of talented senior to mid-level managers
and developers. He devised technical solutions for the modular and rolling migration to the ASP.NET
framework using enterprise level object and aspect oriented design patterns.
· He envisioned and delivered XLC & SCRUM based Application Lifecycle Management (ALM)
process solutions in government multi-contractor environments.
· Implemented a metrics driven Governance model across the program for quality improvement.
· Strategized and led the system UI Modernization to improve User/Mobility Experience.
· He was engaged in developing Work Breakdown Structures (WBS), Pricing, Resource Management
and Member onboarding.

for the HPMS program and to meet Production uptime SLAs.

Health Information Oversight System (HIOS), CMS
April 2010 – May 2012
· In support of the Affordable Care Act, he led a record 6 week Inception to Deployment delivery of
HIOS, a cloud based web system for the Office of Consumer Information and Insurance Oversight
(OCIIO), utilizing the Verizon Terremark Cloud as an Infrastructure as a Service (IaaS). The system is
a role based portal facilitating data collection from disparate sources/users. It supports real-time data
needs of HealthCare.gov with approximately 6500 concurrent users.
· Developed APIs and Services for Health Plan Issuers to submit plan data to OCIIO.
· Client rated this delivery a perfect 10 in a Customer Satisfaction score.
