Lead Enterprise Architect / Technical Project Manager – Commonwealth Technology Center - CTC)

■        Business Architecture and Technology Strategic Leadership.  A member of the executive team responsible for the Unisys’s business and technology strategy and execution on the PACS Program

■        Technology advisor and transformation leader to 25/52 agencies within CoPA.  Responsible for building strong relationships with senior business leaders to ensure alignment, maximization of compute/network and storage resources and reduced TCO. Developed technology roadmap to meet the company's long term business strategy, roadmap and goals.

■        Developed cloud computing strategies for CoPA integration.  Leading the research and analysis of public & private cloud service offerings for the PACS Program

Senior Technical Project Manager / Contractor – Office of Information Technology (OIT)

■        Developed and delivered a Comprehensive UML Software Model that accurately reflects the business of the GED Program Office and the GEDMS two months ahead of schedule, achieving $200K in savings. Led Joint Application Design (JAD) sessions to capture and create WireFrames, Use Case Diagrams, Use Cases, and Conceptual Data Models.

■        Built critical relationships and gained trust from customer to support $15M program to replace 2 systems and manual processes with a fully integrated and automated GED credentialing and reporting system.

■        Defined strategy and approach, recommended and recruited additional technical resources for the development team, and established collaborative partnerships with Director of Software Development, Director of Project Management, and Director of Infrastructure to stabilize and redesign system and database structure leveraging an Agile approach.

■        Drove all efforts to mature and align the Project Management Office (PMO) with PMBOK and PMI standards. ■        Provided leadership for strategic initiatives to replace disparate data centers, infrastructures, and resources for all 9 major agencies with a Shared Services Model, encompassing strategic planning, enterprise architecture, RFP development, capital planning and improvement control, vendor management, portfolio management, channel partnerships, and security.

■        Led the implementation of the Enterprise PMO; drove best practices in Earned Value Management, Risk Management, Release and Change Management, Quality Assurance and Control, Stakeholder Management, and Negotiation; and provided support and reporting for $30M in mandated, enterprise, and agency specific projects.

■               Project Manager and Technical Lead for the implementation of the ECN Data Warehouse Project to quantify and visualize approaches in the IT Modernization Program.  Implementation using a top down approach underpinned by a layered architecture (Source, Landing, Staging, Warehouse), leveraging source data from the 9 major agencies, performing Source-To-Target-Mapping (STTM), Comprehensive ETL (Extraction and Profiling, Integration and Validation, Cleansing, Transformation, Loading and Exception Handling) and data mining/visualization using MS SQL Server and Rapid Miner Studio/Server

■        Developed a comprehensive Cloud Computer Strategy for the department leveraging SaaS, PaaS, and IaaS models. Defined the roadmap and managed efforts of up to 20 resources in building and migrating 6 agencies to new delivery framework.

■        Planned and oversaw the migration to an Email as a Service (EaaS) Model. Managed the set-up of infrastructure, integration of Amazon Web Services (AWS), and build out of single sign-on and identify / access management solutions.

■        Led the design of new MPLS infrastructure and consolidation of 9 WANs into a tiered, fully meshed architecture with improved firewalls and intrusion detections system.

■        Directed the implementation of IPv6 to external devices and customer facing services; strengthened security posture of wireless networks; established Bring Your Own Device, Master Data Management, and Mobile Device Management best practices; and led Windows 7 upgrade for 5,000+ users throughout headquarters, regional offices, and remote offices.

■        Implemented an ITIL Service Based Architecture across DOJ Defined, measured, analyzed, improved, and controlled IT service delivery processes in an ITIL environment, enabling teams to achieve published service level agreements for all incidents / requests in the production environment. Developed improved processes for provisioning infrastructure and services. Developed change management, configuration management, and release management policies and procedures.

■        Led the design of the private and public Cloud computing infrastructure to support 40 components of the DOJ. Managed the design and implementation of the “Data Center on Wheels” pilot to effectively demonstrate the ability to consolidate and virtualize applications into a shared service environment, enabling the rapid provisioning of servers and reducing costs.

■        Directed the redesign and hardening of the Enterprise Solutions Hosting platform for applications and databases in separate farms supporting 3-tiered network architecture. Led the build out of the 1^st Infrastructure as a Service (IaaS) platform for SharePoint and ESHP collaboration platforms. Designed Activity Based Cost Model for new hosting services.
