CTO/Program manager for Veterans Affairs national data
centers. Responsible for developing and implementing the technical
vision and executing enterprise IT programs for Veterans communications
platform and database development. Drive technological innovation to
improve services, improve accountability and deliver shared information
in the Enterprise Architecture discipline.
Deliver cloud computing shared infrastructure,
services, tools and licenses for organizational use in accordance with
OMB “Cloud First” mandate and created a cloud-based enterprise
development environment (EDE) based on automated testing and continuous
integration. VA private cloud program and project manager for VA OIT
Service Delivery & Operations (SD&E). Establish the overall
program structure, including solution designs, implementation
plans and cost estimates. Define and establish business rules for
provisioning, scalability and guest placement of customer cloud
infrastructure in a multi-tenant FISMA High impact environment.
Lead FedRAMP Cloud Service Provider (CSP) certification effort.
Present commercial cloud options based on Amazon Web Services (AWS).
Provide expert technical advice and guidance on
appropriate application of technology to meet current and future mission
requirements; advise on maturity and viability of emerging IT solutions
to include recommendations; developing and implementing IT capabilities
and policy. Advise management concerning major aspects of IT system
design. Define system, operating mode, system software, and/or equipment
configuration for a given requirement in accordance with VA and Federal
Enterprise Architecture (FEA) design patterns. Identify alternatives to
complex or sensitive technological problems, anticipating risk and
developing information and engineering practices where precedents do not
exist. Innovate alternative approaches and advanced software solutions
which may radically transform the VA’s IT environment. Communicate,
explain or defend complex information technology ideas and information
clearly to a wide variety of audiences including the executive level.
Manage
operational risk, specify IT controls in accordance with Government
requirements and standards (i.e., PCI, FISMA, HIPAA). Specify and
acquire vulnerability scanning and penetration testing tools and discuss
cost/benefit, features and functionality.
Perform program management planning implementing,
monitoring, and assessment of programs. Develop and refine cost
estimation processes for new and improved IT solutions. Develop business
cases and leverage financial information and user analytics to develop,
track and report performance metrics, including return on investment.
Coordinate budget and workforce plans and execution. Direct the
development and implementation of performance metrics.
Lead team generating and implementing solution designs
across VA (healthcare, benefits delivery) domains including compute,
storage, networking and data protection. Serve as SME/technical lead on national VA committees
and special work groups including VistA Evolution (EHR), cloud computing
and software architecture design patterns.. Supervise a staff of system
architecture subject matter experts (SME/IT Specialists) performing cloud
and virtualization infrastructure design, architecture, hardware,
software and networks including LANs, WANs and telecommunications, translating
VA business requirements into design specifications and determining best
approaches for implementation in an enterprise data center environment.
Primary responsibility for acquisition planning,
engineering, contract management of data center IT infrastructure
improvement projects and enhancements in multiple VA locations. Develop
Statements of Work (SOW), Performance Work Statements (PWS) and
evaluation criteria and plans to support acquisitions. Serve as
Contracting Officer Representative (COR) on multi-million dollar
projects. Complete OGE-450 financial disclosure annually. Formulate and
direct the execution of large multi-year IT contracts and capital and
recurring budgets and execution of IT program resources.
Consult with current and prospective
customers, contribute to bid/no bid decision making and identify
opportunities to increase revenue. Gather business requirements,
architecting enterprise models to support requirements. Work with
customer project teams delivering business functionality to ensure
alignment with established VA design patterns, performance standards and
security requirements. Provide
expert technical advice to executives, stakeholders and users on current
and existing IT programs and new IT services and functions. Interpret and
apply Federal laws, regulations, Executive Orders and security
policies. Identify and define Primary Mission Essential Functions
(PMEF) to design, test and implement Continuity of Operations Planning
(COOP) support.
Build relationships and provide reliable and accurate
service and support for internal and external customers. Use effective
problem solving and leadership to meet customer needs and resolve
technical delivery issues. Leverage IT industry best practices and
develop strategies, implementation, and migration plans aimed at
enterprise healthcare and benefits delivery portfolios.
Contribute to external IT service providers and
industry groups shaping consumer, industry and technology market
trends such as NIST, OSEHRA,
Standard Performance Evaluation Corporation (SPEC), Storage Performance
Council (SPC) and Storage Networking Industry Association (SNIA).
