ran multiple statewide special projects with budgets up to $30 million
dollars and 150 construction technicians. Trusted to develop and run projects
to deliver solid bottom-line results. Tasked to plan
and develop a group to analyze, characterize, engineer and rehab or replace
defective telecommunications infrastructure throughout all of New Mexico. $30
million project was part of a $255 million state-mandated telecom
revitalization project. Clearly defined the methods, processes and procedures
used by construction forces to identify infrastructure issues. Collaborated
with and forged new cross-functional teams with engineering and construction
to move identified projects through the system. Once the new jobs were out of
engineering had to assign to a total construction staff of 150 to repair,
rehab and/or replace infrastructure through final quality inspection. Also
tasked to manage a repair technician efficiency program, revamp and run the
state damage claim process. Proactively built business case for a $1 million+
upgraded computerized testing system for records verification and validation
of serving area interfaces. Key
Achievements: Ø Built a large cross-functional group that replaced 100’s of miles of
defective telecommunications infrastructure. Reduced trouble instances by up
to 80-96%. Ø Wrote 80 page business case for senior executives to enable upgrade of
DaVaR testing system for 14 state operating region. Company’s subject matter
expert. Ø Developed successful new methods and procedures to identify, capture
and process telco property damages claims. Nearly doubled dollars recovered

to take over a large failing project and turn it around Project had 42

over a failing project for U.S. West phone company. Project was a rapid
recovery hybrid project to use construction splicers to do on-the-fly
engineering to speed the time of T1 and HDSL circuit turn-up. Actively
directed all phases of the project. Intuitively developed the methods and
procedures to enable net customer saving of 75% per circuit. Maintained full
accountability for controlling expenses and meeting established timelines. As
supervisor guided multiple splicing groups in pair recovery, de-load and
general rehab projects in several offices simultaneously. Successfully
managed 15-20 open jobs at a time with a cumulative budget up to $6 million. Key

technicians that could build, test and turn-up services very quickly while
being technically able to bypass all formal engineering processes and time
frames. Time frame went from 3 weeks to 3 days. Ø

carrier services wholesalers/resellers, IXC's and CLEC's. Ø Developed processes and procedures that delivered per unit recovery
services at a cost of $250/unit, saving customer $600/unit or 75% producing a
