·            Exercised full responsibility for the administration, planning, construction, provisioning, maintenance, repair, optimization, monitoring and access of company’s fiber optic network, which consisted of approximately one hundred (100) route miles of conduit and twenty eight thousand (28,000) fiber miles of single mode fiber with multiple gateway points. Re-engineered all company procedures to support these operations. Responsible for team performance during any fiber related activity.  Managed fiber and construction teams.

§   Managed and administered a common underground infrastructure (Liberty/AT&T formerly Centennial of PR), in order to provide vault access and conduit utilization permit under a lessor/lessee environment.

·            Managed all Head-end, Hubs, F.O., and RF trunk and distribution cable as well as the Technical Operations Center for HFC Network.

·            Set performance guidelines to Field Operations (OSP) and Headend Operations (ISP), and review processes to assure network issues were addressed and corrected within specific time-frames (MTTR - less than 2 hours).

·            Monitored technical department’s compliance of technical standards with assistance of Field and Headend operations.

·            Supervised a staff of eighteen (18) exempt employees and forty (40) union personnel (CBA)

·            Also under this position, performed the duties under Adelphia Communications-PR

 

Achievements

·            Established the Technical Operations Center (TOC) to support HFC Network operations, which managed all HFC trouble tickets, while monitoring HFC Network's AC/DC power, RF and optical levels and CMTS Upstream/Downstream information.

·            Lowered daily maintenance jobs from 1045 to 4.

·            Lowered daily service jobs from 1350 to 145 (mainly VOD, HSD slow browsing and variant RF I/O). These tasks were possible by optimizing test equipment, optical and RF levels at HFC Network and performing noise mitigation (Egress/Ingress) in RF distribution, which affected CMTS operation. Also by establishing training as well as procedures to control and measure KPI (quality assurance program).

·            Reporting to Executive Director of Technical Services.  Administered, maintained and updated an inventory of all optical facilities, including but not limited to; network elements, type of services and customer/users. Prepared network layouts, MOPs to support all fiber optic network provisioning efforts as required by customer and/or operational needs. Coordinated and monitored restoration and repair activities in accordance with established operational procedures. Coordinated all CMR (Change Management Requests)

·            Acted as the liaison entity between our company and Cable Stations, ILEC and CLEC entities, for the purpose of interconnection or the lease of dark fiber or infrastructure facilities.

·            Administrated SLA’s (Service Level Agreements). Prepare billing according to tariff for fiber provisioning and restoration services as well as all CMR (Change Management Requests).

·            Alerted and supported capacity planning and construction efforts to the fiber optic network. Advised and recommended to the Engineering & Design groups the needs for undergoing expansion, reconfigurations and/or upgrades to meet service requirements or resolve operational problems in the fiber optic network.

·            Established and enforced procedures to ensure compliance with network reliability standards and service quality objectives of fiber optic network including its Emergency Restoration Plan.

·            Established and enforced procedures to control access to the fiber optic network from both; internal and customer’s operational groups.
