JOHN J. CUFF - OSP NETWORK DESIGN ENGINEER Fort Edward, NY518-461-1183
Email Address: john.j.cuff@hotmail.com SUMMARY I am currently employed as a contact OSP Design
Engineer in the FTTX and BAU Telecommunications sector. I have been working
as an OSP Fiber Network Engineer 32 years, most recently for Byers
Engineering Co. as a contract engineer working fiber projects for Level 3
Communications in the Albany, NY district. I have received initial training
for FTTH in the areas of reading splitter data sheets, terminal naming, hand
hole fiber drop limitations, inner duct fiber drop limitations, conduit inner
duct limitations, use of composite cables for powering the ONU and fiber
drops, non-composite cables for drops only, grounding at power enclosure
locations and non-enclosure locations, cable counts and wire limits for each
new ONU location as well as count throws to new fiber count at existing
working ONU sites, interpretation of planning documents, work operations for
field construction, feeder and distribution fibers for the GPON FTTH network
throwing existing workers into new equipment at an ONU site with workers and
gutting the equipment in an ONU with no workers in the ONU. I have used BST
Cad as the method of customer presentation. I also have experience using Visio
drafting and some experience with GIS mapping technology with these drafting
tools. Using GIS as a basis for new construction that previous jobs do not
exist allows quicker print engineering using the basic street, lot line and
easement layouts. FTTH prints can easily have the layout of customer required
items showing EOP, ROW, sidewalks, utility easements and driveways to each
print with the ONU, hand holes, proposed placement of new inner duct and
conduit boring locations where required. I also have many years of engineering experience
designing customer fiber networks where ring technology and equipment was
required to meet the service dependability issues. I am employed part time as NYS Certified Security
Officer at Global Foundries Integrated Chip manufacturing plant in Malta, NY
until a full time engineering position is obtained. My goal is to find full
time employment as either a contract OSP Engineer or a permanent full time
W-2 employee in the OSP Network
Engineering field. I am actively looking to relocate to the North Carolina
area when a mutually beneficial full time opportunity becomes available.
Presently I am available in the area of
Albany, NY area. I have and can continue to work remotely from my home
office at my current location if the work assignment permits. I would welcome
inquiries for employment in areas other than the Southeast for remote
telecommuting work or if an offer of employment was attractive enough
consider relocation. My prior experiences include areas such as BAU copper work,
DOT road relocations, bridge rebuilds, Railroad crossings, river crossing,
manhole and conduit construction within highway limits and outside highway
limits, aerial make ready work on joint utility poles, pole line construction
while providing cost estimating and estimate preparation for capital,
maintenance and retirement expenditures, I am capable of providing customer
consultation and start to in service engineering. My knowledge includes but
is not limited to equipment ordering, permit and easement procurement, OSS
detail input support documentation for customer initiated private redundant
fiber ring network construction for the Central Office and OSP requirements
and customer or DOT Custom Work Order construction projects. I have
experience with fiber optic builds in the underground designing new conduit
and manhole or hand hole structures, directional boring and pull backs, road
cuts and all easement and highway permit sketches. My FTTH experience dates
back to the late 1990”s when AT&T trails were using fiber fed ONU
technology both aerially and in the buried environments in the area of
Stillwater, NY. WORK EXPERIENCE OSP
Network Design Engineer Telecommunications Industry 06 / 2013 - Present Presently employed by Byers Engineering Co.as an OSP
Network Design Engineer working for Level 3 Communications, (formerly known as) - Time Warner Telecom designing
Outside Plant and Inter/Intra Building Fiber Optic cable routes. I am also employed part time by Allied Barton Security
Services as a NYS Licensed Security Officer at Global Foundries integrated circuit chip manufacturing plant in Malta,
NY. TEK SYSTEMS / FRONTIER
COMMUNICATIONS02 / 2010 - 07 / 2012 Outside Plant Network Design Engineer, Fiber Optic
route design, BAU, Project Management I worked for Frontier Communications as a contract OSP
Network Engineer preforming all aspects of daily BAU field design. I designed and engineered a new 15 mile long fiber
optic route along existing copper cable routes correcting substandard and hazardous conditions by replacing
existing structure, obtaining easements and highway permits for new aerial and buried structures, correcting
deficiencies in existing local and NYS DOT cable road crossing height
deficiencies. I held joint utility meetings with the local franchised power,
CATV and other telecom carriers attached to existing
poles correcting separation violations. This work included seeding dark
fibers at existing copper DLC sites targeted
for conversion to fiber optic transmission equipment. This work was required
to eliminate and reverse an existing fiber
optic feeder route through an existing bridge that was scheduled to be
replaced. The result was completion of the
project on time, under budget and providing relief fibers in the existing
fiber route enhancing sales opportunities,
reducing embedded copper cables lower the trouble report rates, increasing
broadband sales opportunities and
providing feeder fiber relief in the route that no longer occupied the new
bridge. I CAD drafted and submitted all
drawings using the MAPCOM M4 Cad Drafting system , priced all Routine,
Estimate level projects, provided guidance
to the construction crews throughout the project life. I also designed,
staked and established new fiber optic routes
along local public, NYS DOT highways, private property and within Federal
Park Lands. These jobs were associated with
the expansion of the broadband wireless carrier network throughout the
Federal Park lands of the Adirondacks Mountains National Park in Upstate New
York. This expansion of the
Broadband wireless fiber network was required by the major telecommunications
carriers of voice and data over the wireless networks enhancing cellular
broadband coverage along the I-87, interstate highway system. I also conducted BAU make ready work along
existing pole lines for competing telecommunications companies and private networks, designed solutions for new services that
became delayed orders, planned and implemented copper distribution and feeder
relief jobs for new business and housing developments. VERIZON
TELECOMMUNICATIONS - UPSTATE NY08 / 1983 - 02 / 2009 ISP Circuit Design Engineer, OSP
Network Design Engineer, Project Manager, Scheduling Engineer, NE Division
Staff Budgets, Special Project Initiative Coordinator During my tenure I
worked on as many as 50 small and large projects at any given time honing my
skills as a Project Manager, Copper Network Designer, Broadband Fiber Network
Design Engineer, Liaison to internal and external customers outside Verizon
as well as departments within Verizon. I was corporate level budget
coordinator for the Upstate New York analog to Digital Broadband conversions
of all the central office entities in the Upstate New York region. I was on
the Division Staff as the Budget Coordinator for the Capital and Expense programs. I was in charge
of results reporting for a $230M Capital program and a $60M Expense program.
Working as a turf engineer I was responsible for
all in turf Project Estimates, Budgeting in the correct timeframes and
estimate accuracy. Also as a turf engineer it was my responsibility for
organizing Contract Bid packages, arranging
the bid meetings in the office and in the field locations. I am the overall
Turf Administrator and Single Point of Contact for internal and external customers concerns. I represented Verizon in numerous
Legal Depositions and Court proceedings as a Subject Matter Expert in the
field of OSP Engineering and current standards. My daily functions included
Capital Investment Recovery by retiring old embedded plant through use of
fiber feed digital remote terminal sites, including the AT&T trial of
FTTC in Stillwater, NY back in the 1990’s. My skills with copper plant, MDU
Buildings engineering Fiber and Copper feeder/distribution pole line design,
underground manhole and conduit systems, air pressure, building cabling- BICS
trained will stand up to the best the industry has to offer. Trainer- new employees in the field of OSP were given to
me to mentor, this included newly hired employees and lateral transfers from
