Vice President, Application Development

·         Product Manager and Development Manager for Sandata’s flagship “Santrax Electronic Visit Verification” product.  Provides time and attendance for home health care payers and agencies including telephony and mobile call in / out functionality.  Provides a fully hosted SAAS-based solution for the healthcare industry.  Specializing in Medicaid (standard and Consumer Directed); Medicare and Private Payer for State agencies, Managed Care Organizations (MCOs) and Agencies. 

·         For the IVR solution, prior year call volume exceeded 110 million calls with growth between 12% and 16% annually.

·         Implemented significant process improvements including TFS for change control, defect and QA management; formal release process and tracking; automated deployment.

·         Led projects to implement cross-product, cross agency jurisdictional reporting and business intelligence; creation of an ODS / Data Warehouse.

Systems Integration Manager / Database Architect / DBA

Reviewed and designed specifications, developed technical and development documentation, implemented and delivered an 8+ million dollar program to a private customer with a fleet of 250+ vehicles to improve customer satisfaction metrics and decrease operating costs.  Developed a major core product line to increase company’s market coverage and ability to bid on large-scale transit system projects.  Worked with management to determine priorities and delivery schedules to minimize risk and ensure 100% customer satisfaction.

Operational Highlights:

·         Led a team of 9 programmers specializing in C#.net, ASPX, Java, C, C++, 2 SQL Server DBAs and 3 QA analysts through the complete application development life cycle including code quality review process and QA test cases.

·         Lead Designer / Technical Architect / Engineering Project Manager for CleverCAD (Web Forms and IIS applications): one of the major new products being sold to existing and new customers.  Designed and developed various end user reports.  Designed and implemented a custom ESB for inter-system messaging.  Created architectural data flows, uses cases and activity diagrams.  Worked with product management to ensure that the product met the needs of customers.  Integrated the products with existing product lines.

·         Served as the primary Database Designer / DBA (MS SQL Server) for CleverCAD.  System was designed to support high transaction volumes and significant operational reporting requirements.  Designed data redundancy, backup procedures, database recovery procedures and database optimization.

·         Managed an $8+ million program from contract through phased deployments including design of specifications, approval and customization of standard product. 

·         Designed various ETL processes using WebSphere, SSIS and custom designed ICDs to incorporate and extract data to/from various Clever Devices’ products and customer sources into and out of the operational and warehouse database environments ensuring data quality and integrity without sacrificing performance for either environment.  Interfaces implemented were various COTS systems including SAP, Maximo and custom systems to provide analytics, scheduling, charge-backs and scheduling.

·         Introduced enhancements to process and standards compliance to improve CMMI Maturity level including utilization of various code analyzers and dashboard reports. Documented processes using UML diagramming.

·         Participated in the introduction of a PMO for a large customer and implemented PMBOK processes to ensure risk mitigation and on time project delivery.

·         Integrated QA test procedures and built-in unit testing to reduce defect rates and substantially speed time to market.  Worked with QA team to create automated test scripts.

·         Managed the project tasks and specifications for a product with over 600 individual requirements.  Maintained project plans along with estimate versus actual information.

·         Designed, wrote and delivered training for major product lines to both internal and external customers including internal project and sales personnel; driver training; dispatcher training; and administrator training.

Orchestrated product development activities for database marketing and fulfillment.  Designed and implemented multi-million dollar programs for companies including American Express (Rewards), AT&T, Merck/Medco, Intercontinental Hotels Group Rewards program and Experian tri-bureau credit reports. Conducted product research and development. Handled release and change management functions while supervising the application and custom development staffs.

Operational Highlights:

·         Managed a team of 12 developers specializing in C#.net, aspx.net and Microsoft SQL Server.  Provided technical direction, supervised code reviews and QA process.

·         Served as the primary DBA, Data Architect, Database Developer for various systems.

·         Designed and implemented the American Express Rewards program to enable card members to ‘cash in’ rewards points for a variety of certificates and gift cards.  Required tracking and management of millions of dollars of customer inventory to guarantee $0 loss of inventory.

Fala Direct Marketing (Cont.)

·         Designed and implemented a major custom reporting system for a Fortune 100 company using Crystal reports. 

·         Designed and directed the implementation of a custom ‘business rules engine’ allowing changes to be made to programs with no additional code reducing turn-around time for program changes from weeks to hours.

·         Successfully fielded major custom applications while adhering to tight deadlines for clients including American Express, Merck/Medco, Intercontinental Hotels Group and Experian.

·         Supervised the production processing of Capital One year end credit card statements for the print, match and mailing of 6 million statements within 72 hours including 100% customized statements with all annual detail including variable inserts.

Designed, implemented, acquired and managed the financial data warehouse for the enterprise.  Provided reporting services to both local management and parent company management on internal metrics, financial performance and performance to budget.  Designed data storage and processing for e-commerce applications including the purchase of supplies, temporary staffing services and limousine services.

Operational Highlights:

·         Managed a staff of 10 including 2 full time DBAs to support the Prudential Securities Financial Data Warehouse and a complex of servers supporting financial analysis and reporting.

·         Developed back end database and processing including highly tuned procedures and views for intranet based e-procurement application for commodities such as office supplies and stationery, PCs and cell phones using EDI and FTP technologies.

·         Designed, purchased, installed and managed of a system complex of 18 servers to provide multiple departmental data stores running Microsoft SQL Server supporting end user General Ledger, Accounts Payable and Accounts Receivable reporting including executive information and metrics.

·         Designed and implemented multi-dimensional models using Microsoft OLAP technology as well as Cognos to support immediate access to summarized information and to provide timely metrics.

·         Built various tools and reports to support the financial data warehouse using VB, C++, Crystal Reports, Cognos.

·         Installed and maintained application servers for both 3^rd party and COTS applications including GEAC SmartStream Financial Suite, Maximo, Recon check reconciliation and custom built compensation systems including employee deferred compensation systems and tax reporting.
