Infrastructure (Consultant) Reporting directly to CIO and with a $2
Million annual budget, manage 10 direct reports in the implementation and
operational support of CHNCT’s entire enterprise-wide Information Technology
infrastructure systems. With responsibilities for all areas of CHNCT’s
Organizational Security, implement and maintain security program that
strictly conforms to HIPAA security and NIST 800 standards. CHNCT is
Connecticut’s only, not-for-profit community health center-sponsored health
plan; serving more than 600,000 members and had more than $600 Million in
revenue last year •
Upon
starting with firm, immediately identified IT infrastructure and security
deficiencies that exposed the firm to critical business risks.
Implemented and drove an emergency remediation effort – impacting mission
critical IT Infrastructure systems – that entailed 12 distinct projects;
executed simultaneously in one month. The effort was completed on
time and under budget – eliminating all operational and security threats. •
In
response to a business redesign and new state contract awarded in late
September 2011 – doubling service members as well as business staff – managed
discovery and successfully implementing a complete IT outsourced staffing
model (with off-shore support) for CHNCT’s IT Service Desk and Infrastructure
Operations. •
To
facilitate CHNCT’s new business model, personally redesigned and coordinated
the complete overhaul of the current IT infrastructure while maintaining
legacy systems for old business “run-out.” The redesign will be
completed in less than 4 months, in parallel, through three strategic phases
– enhancing the IT infrastructure to accommodate business “go-live,”
installation and configuration of new Telephony and Call Center
Infrastructure, and implementation of new production IT infrastructure. •
Due to
the 4 month timeframe to prepare IT environment for new business “go-live,”
managed and directed infrastructure architects, project managers, “in-house”
IT staff, as well as 45 supporting vendors to complete a major IT
Infrastructure overhaul (never done in the firm’s history) which included major
telecommunications, call center, SAN storage, VMware and Citrix
virtualization, Active Directory, messaging and collaboration infrastructure
as well as core network switching and routing upgrades. •
With
the addition of 120 new full time employees, CHNCT leased a new building to
house fifty percent of CHNCT’s user community. Responsible for the new
location’s IT Infrastructure implementation which included coordinating the
user space and data center network wiring, Core switching,
telecommunications, and routing infrastructure, as well as the installation
of 250 new thin-client desktops. •
To
address an IT leadership and strategy gap, established and implemented a
framework that enables CHNCT to assess their capabilities with respect to the
delivery of IT services. Further, instituted an ITIL based change and
incident management system. As well as, developed a 3 year
roadmap that will provide direction and manageable steps to transitioning the
IT infrastructure to “Cloud-based” solutions – improving CHNCT’s IT agility
and ability to deliver “IT as a Service” to its user base. WEST PHARMACEUTICALS, Exton, PAFebruary
2009 – August 2010 Production Systems Manager Managed North American IT infrastructure
initiatives, operations and global production systems; directed, planned and
implemented Packaging Division IT systems. With responsibilities for an
$8 Million annual budget, guided 15 direct / 30 indirect reports in IT
operations delivery, QA and IT production systems at global headquarters and
manufacturing facilities; managed multiple global cross-functional teams in
IT operational and integration projects that supported multiple business

manufacturing plant infrastructures for West’s ERP initiative. Upgraded
four NA plant locations’ data centers and “shop floor production” desktop
