COMMUNITY HEALTH NETWORK OF CT (CHNCT), Wallingford, CTMay 2011 – May 2012       

Director of Information Technology Infrastructure (Consultant)

Reporting directly to CIO and with a $2 Million annual budget, manage 10 direct reports in the implementation and operational support of CHNCT’s entire enterprise-wide Information Technology infrastructure systems.  With responsibilities for all areas of CHNCT’s Organizational Security, implement and maintain security program that strictly conforms to HIPAA security and NIST 800 standards.  CHNCT is Connecticut’s only, not-for-profit community health center-sponsored health plan; serving more than 600,000 members and had more than $600 Million in revenue last year

 

•          Upon starting with firm, immediately identified IT infrastructure and security deficiencies that exposed the firm to critical business risks.  Implemented and drove an emergency remediation effort – impacting mission critical IT Infrastructure systems – that entailed 12 distinct projects; executed simultaneously in one month.   The effort was completed on time and under budget – eliminating all operational and security threats.

•          In response to a business redesign and new state contract awarded in late September 2011 – doubling service members as well as business staff – managed discovery and successfully implementing a complete IT outsourced staffing model (with off-shore support) for CHNCT’s IT Service Desk and Infrastructure Operations. 

•          To facilitate CHNCT’s new business model, personally redesigned and coordinated the complete overhaul of the current IT infrastructure while maintaining legacy systems for old business “run-out.”  The redesign will be completed in less than 4 months, in parallel, through three strategic phases – enhancing the IT infrastructure to accommodate business “go-live,” installation and configuration of new Telephony and Call Center Infrastructure, and implementation of new production IT infrastructure.

•          Due to the 4 month timeframe to prepare IT environment for new business “go-live,” managed and directed infrastructure architects, project managers, “in-house” IT staff, as well as 45 supporting vendors to complete a major IT Infrastructure overhaul (never done in the firm’s history) which included major telecommunications, call center, SAN storage, VMware and Citrix virtualization, Active Directory, messaging and collaboration infrastructure as well as core network switching and routing upgrades. 

•          With the addition of 120 new full time employees, CHNCT leased a new building to house fifty percent of CHNCT’s user community.  Responsible for the new location’s IT Infrastructure implementation which included coordinating the user space and data center network wiring, Core switching, telecommunications, and routing infrastructure, as well as the installation of 250 new thin-client desktops.

•          To address an IT leadership and strategy gap, established and implemented a framework that enables CHNCT to assess their capabilities with respect to the delivery of IT services.  Further, instituted an ITIL based change and incident management system.   As well as, developed a 3 year roadmap that will provide direction and manageable steps to transitioning the IT infrastructure to “Cloud-based” solutions – improving CHNCT’s IT agility and ability to deliver “IT as a Service” to its user base.

 

 

WEST PHARMACEUTICALS, Exton, PAFebruary 2009 – August 2010

Production Systems Manager

Managed North American IT infrastructure initiatives, operations and global production systems; directed, planned and implemented Packaging Division IT systems.  With responsibilities for an $8 Million annual budget, guided 15 direct / 30 indirect reports in IT operations delivery, QA and IT production systems at global headquarters and manufacturing facilities; managed multiple global cross-functional teams in IT operational and integration projects that supported multiple business units. 

 

•          Prepared manufacturing plant infrastructures for West’s ERP initiative.  Upgraded four NA plant locations’ data centers and “shop floor production” desktop systems (SFS), including virtualized server environment, MS-SQL 2008 database application tier, new office and SFS workstation/application installations, physical and wireless network, handheld RF devices, label printers, and laser printers.

•          Responsible to strategize, investigate and support West’s adoption of cloud computing’s three service models. Further, worked to understand the public and private cloud computing environment offered by vendors and cloud providers with particular interest in ensuring that a cloud computing solution satisfies organizational security and privacy requirements.

•          Familiar with migrating applications to the cloud providers, understanding of cloud management and monitoring systems as well as with cloud computing principles – performance, scalability, multi-tenancy support, metering and billing etc.  Developed standard database server strategy and security design used in West’s manufacturing plants

•          Completed a global migration of Lotus Notes to Microsoft Exchange 2010 incorporating a major Active Directory Migration of a global corporate “Delivery Systems” subsidiary. Implementation included a significant focus on enterprise collaboration including evaluating mobile, tablet, and other new technologies

Principal technology generalist; coordinated architecture issues between IT Global Operations and application architecture / development groups and strategic business representatives.

 

•          Supported tactical and technical operations for all infrastructure–related issues, including security, disaster recovery, systems integration and systems implementation.  Produced Data Center migration plan that provided significant reduction in IT budget run-rate, reduced data/security risks, and positioned company to effectively benchmark and take advantage of future optimization through outsourcing and infrastructure consolidation.

•          In 2008, began researching cloud computing as a model for enabling the business a ubiquitous, configurable, convenient, on-demand pool of computing resources.  Further, worked to build a business case for moving to a cloud-based infrastructure – examine costs, security, compliance as well as identify solution gaps

•          Redesigned Storage Area Network infrastructure that reduced hardware and software maintenance expenses, provided efficient expansion of storage capacity and effective storage management, and offered ability to segment disk utilization more economically.

Associate Vice President (VMO Systems Group) (2005 – 2008)

Managed IT systems supporting both local and remote business users (email, storage, remote access, etc.) and software platforms for entire Virtual Mortgage Office (VMO) business. VMO platforms tallied 1.5 million “web hits” per month and generated $30 billion in business.  Responsible for 6 – 10 direct reports while managing ~ $15 million annual budget

 

•          Researched and implemented Business Continuity/Disaster Recovery architecture for inter and intra site high availability/recovery. 

•          With advanced risk management skills, streamlined VMO IT systems; reduced the recovery time objective for any IT outage to 4 hours or less and a recovery point objective to ½ hour or less.

•          Influenced management to install new SAN storage platform.  Completed project in two months creating capability to redundantly support over 150 TB of data.  In-house implementation avoided $500,000 in vendor installation costs and $50,000 in support costs annually; managed transition with no business impact or downtime.

•          Spearheaded remote business initiative providing sales executives with resilient remote telecommunication platform via corporate laptops, personal digital assistants, and mobile phones.  Increased overall account executives’ productivity by 50% resulting in adding $100 million to bottom line.

•          Designed and implemented new backup architecture meeting all Sarbanes-Oxley requirements, including implementation costs; P&L statement through 2011 will produce $500,000+ in cost reductions.

•          Re-architected data center infrastructure to support rollout of new strategic software platform designed to consolidate VMO’s existing acquisition platforms into one product/code base.  Project cost totals were $250,000 with an ROI of over $1 million annually.  Increased data center’s “green footprint” by reducing energy expenditures by 40%.

 

Senior Infrastructure Leader (VMO Systems Group) (2001 - 2005)

Part of three member systems team responsible for architectural design and ground-up implementation of new data center and business operations site with specific purpose of modernizing and automating mortgage origination platform.  Initial Infrastructure build out completed in under six months with overall cost savings of $100,000+.  Following build-out, assumed supervision of data center’s day–to-day operations and supported entire production environment, including network infrastructure, server systems, and desktops.
