Overview

Experienced IT leader, practitioner and manager: Shelton has served in corporate IT and entrepreneurial management roles for 30 years. Washington Metropolitan Area Transit Authority: Implemented TOGAF and ABACUS EA repository tool. Responsible for as-is and to-be enterprise technology architectures. Consulting company specialized in agile software development, co-sourcing, component architecture, SOA and EA. Responsible for company’s EA approach (COSM Enterprise). Role included hands-on client work, program and staff management. Lead engagements, wrote proposals and provided senior support to sales team. Aegon Pension Funds & Insurance: Mentored implementation of federated EA program based on TOGAF/FEAF. Specified EA artifacts, governance and review board processes. Trained IT staff in eight divisions to apply Enterprise SOA for shared data, processes and business rules.

Queensland State Government Lottery (Australia): Developed reference architecture and roadmap for application and data portfolio rationalization. Documented and streamlined business process for regulatory proof-of-compliance initiative. Tranz-Send Broadcasting Network: Engaged as Turnaround CEO by Board of Directors seeking to reposition or sell this B2C Video-on-Demand portal. Company streamed major motion picture content to Internet consumers. Responsible for corporate strategy, financial management, partnerships, contracts and securing software patents. Established sales partnerships in Japan and China. Repackaged company for sale to a US-China entertainment consortium. Recouped $2M of original investors’ funds.

Expertrack: Engaged as Consulting CTO by a logistics, deal brokering and contract management portal startup serving the packaged food industry. Responsible for B2B eCommerce portal architecture and management of development resources. Supported venture funding effort and delivered technical and sales presentations to prospective B2B customers.

PeoplePC: ISP that sold name-brand PCs to consumers via online-retail and corporate employee benefits channels. Engaged to manage the company’s international platform rollout and re-architect their web-based Business-to-Consumer service provisioning platform. Reduced cost & lead-time to deploy into new markets by 95%. Identified exposures that avoided $45M loss with a key corporate channel partner. Delivered technical and sales presentations on the new architecture to Ford Motor Company and other international clients.

Open Engineering Inc – CEO & Founder (Dec 1990 – Mar 2000)

Architecture, business re-engineering and systems integration professional services company. Full time staff of 30, plus contractors. Developed Object-Oriented Business Engineering (OOBE™) enterprise architecture approach and business object patterns for business re-engineering. Applied canonical models from enterprise design through application levels. OOBE is based on the Zachman Framework, and applies object concepts to business and system component modeling, design and implementation.  Customized Ptech and System Architect for OOBE and Zachman. General Motors: Managed design/delivery of CORBA architecture for company-wide integration platform. Clorox Company: Identified $30M annual savings from business processes improvements. Developed business architecture for product lifecycle - design through manufacturing, shipping, wholesale sales, retail sales. Developed data architecture for component-based data integration. Managed implementation of business components to realize the new integration solution. Implementation used Oracle, CORBA, C++ and mainframe DB2, IMS and Unix.

Robert Flemings Investment Management (UK): Developed enterprise business object architecture encompassing composite financial products and customer relationships to create cross-silo view of customer, portfolio and risk. Developed and applied financial industry generic models to rationalize data and integration architecture. Supported client team that implemented OO and Sybase solutions based on the new architecture.

MITI / Uchida Yoko (Japan): Managed/delivered $3M EA consulting and product development project as part of Japanese government’s IT revitalization program. Taught OOBE and CORBA to Japanese-speaking technical teams. Mentored Japanese consulting managers and sales teams in selling OO and EA to their business customers.

Texas Instruments: Translated Michael Hammer’s BPR process maps for demand-driven JIT manufacturing and global flexible factory into business object models that IT could implement.

USAA Casualty Insurance: Developed cross-product-line insurance object model to support cross-selling and breakdown of business and IT silos. Extended client’s 360-degree-view-of-customer architecture to include insurance and investment products.

Wells Fargo Nikko Investment Advisors: Developed roadmap to migrate mission critical apps from DEC VAX and proprietary DBMS to Unix and Oracle client/server. Developed IVR stock quote system using first-generation speech synthesis and touch-tone recognition technologies. Pacific Bell – Project Manager and Systems Engineer (Aug 1983 – May 1987)

Delivered the underground storage tank remote monitoring and central management system that addressed a $650M compliance liability and managed 867 fuel tanks at fleet and switch office facilities throughout California and Nevada. Designed and developed a Unix/Informix/C telecommunications provisioning and customer service system to replace outdated AT&T mainframe batch/online systems. We raise Black, Blue and Chocolate Silver Fox heritage rabbits, Californian and New Zealand standard rabbits, Giant Pekin ducks and a variety of heritage chicken breeds. Our hives produce honey from local flowers. Brands are Hare Raising Rabbitry, Working Hens and Beeloved Apiary.
