Provide expert, hands-on leadership to start and grow a new regional copper and fiber splicing division (team) for a $75 million/yr telecom construction. Skillfully grew from zero splicers to 40+ with a first year net profit.

 

Strategically planned short and long-term growth and operational goals for new splicing division. Partnered with high-level customer key contacts to determine critical performance metrics needed for the new division. Expertly provide day-today operational vision for employees working in 6 main regional offices. Direct all operations for copper and fiber splicing and buried service wire installation activities. Activities include telecommunications infrastructure construction and installation for fiber to the tower (FTTT), fiber to the home (FTTH / GPON) and vast VDSL / IPTV deployments (FTTN). Constantly monitor, forecast and adjust organization as workload requirements change. Oversee all pricing decisions and perform monthly financial evaluation of division for meeting corporate goals.  Responsible for all safety, human resources (hiring/firing), training, vendor selection, contract administration, pricing and quality control.

Ø       Created a first-class copper and fiber splicing and technology deployment team, founded on core beliefs such as mutual trust, competence, craftsmanship.

Ø       Met and exceeded customer expectations for responsiveness to their ever-changing workloads, technologies and manpower needs anywhere, anytime in nearly 200,000 square miles of territory.

Expertly ran multiple statewide special projects with budgets up to $30 million dollars and 150 construction technicians. Trusted to develop and run projects to deliver solid bottom-line results.

 

Tasked to plan and develop a group to analyze, characterize, engineer and rehab or replace defective telecommunications infrastructure throughout all of New Mexico. $30 million project was part of a $255 million state-mandated telecom revitalization project. Clearly defined the methods, processes and procedures used by construction forces to identify infrastructure issues. Collaborated with and forged new cross-functional teams with engineering and construction to move identified projects through the system. Once the new jobs were out of engineering had to assign to a total construction staff of 150 to repair, rehab and/or replace infrastructure through final quality inspection. Also tasked to manage a repair technician efficiency program, revamp and run the state damage claim process. Proactively built business case for a $1 million+ upgraded computerized testing system for records verification and validation of serving area interfaces.

 

Key Achievements:

Ø       Built a large cross-functional group that replaced 100’s of miles of defective telecommunications infrastructure. Reduced trouble instances by up to 80-96%.

Ø       Wrote 80 page business case for senior executives to enable upgrade of DaVaR testing system for 14 state operating region. Company’s subject matter expert.

Ø       Developed successful new methods and procedures to identify, capture and process telco property damages claims. Nearly doubled dollars recovered on 40% increase in claims processed. Process was adopted by corporate to implement company-wide.

Ø       Intuitive data analysis found that technicians were “cheating” the system because of a computer system loop hole. Changes implemented company-wide to stop this problem. Averted serious F.C.C. violations.

Steady and progressive advancement to Project Manager. As Project Manager was asked to take over a large failing project and turn it around Project had 42 construction technicians, multiple supervisors and admin support.

 

Tapped to take over a failing project for U.S. West phone company. Project was a rapid recovery hybrid project to use construction splicers to do on-the-fly engineering to speed the time of T1 and HDSL circuit turn-up. Actively directed all phases of the project. Intuitively developed the methods and procedures to enable net customer saving of 75% per circuit. Maintained full accountability for controlling expenses and meeting established timelines. As supervisor guided multiple splicing groups in pair recovery, de-load and general rehab projects in several offices simultaneously. Successfully managed 15-20 open jobs at a time with a cumulative budget up to $6 million.

 

Key Achievements:

Ø       Built and tasked team of 42 highly skilled field technicians that could build, test and turn-up services very quickly while being technically able to bypass all formal engineering processes and time frames. Time frame went from 3 weeks to 3 days. 

Ø       Worked in support of Service Assurance and National Accounts management initiatives. Worked with all major national carrier services wholesalers/resellers, IXC's and CLEC's.

Ø       Developed processes and procedures that delivered per unit recovery services at a cost of $250/unit, saving customer $600/unit or 75% producing a 2-month savings of $600K.

Ø       Streamlined pair recovery procedures slashing costs from $125/pair to $61/pair, greatly increasing competitive advantage and resulting in securing work slated for competitors
