EXPERIENCE

Outside Plant Engineering, Construction, I&R and Business Communications Manager (January 2009 to June 2014 -Retired)

In addition to the former responsibilities as Outside Plant Engineering and Construction Manager, additional responsibilities now include:

·             Supervision, planning, and scheduling of Residential Installation and Repair and Business Communications technicians.

·             Responsible for development and implementation of ongoing process improvement to improve quality, quantity and system integrity for the Installation & Repair Groups.

·             Responsible for supervision and project management of Alteva Hosted VOIP installations and repairs in ILEC and local CLEC territories.

·             Responsible for proactively identifying and scheduling the rehabilitation of Installation and Repair defects to reduce the Installation and Repair Groups trouble report rate. This is in conjunction with the WVT Pole Line Inspection Program implemented and managed since 2003 which has been highly successful in reducing the overall OSP trouble report rate.

 

Outside Plant Engineering and Construction Manager (May 2006 to January 2009)

In addition to the former responsibilities as Outside Plant Construction Supervisor, additional duties now include:

·               Supervision, planning, scheduling and directing of outside plant engineers.

·               Responsible for implementation and transition to Mapcom M4 CAD-based design system.

·               Responsible for negotiating and obtaining utility Right of Ways, easements, pole attachment and conduit space agreements for WVT Outside Plant facilities.

·               Responsible for managing department operating expense budget including purchases of all necessary equipment and supplies for program work.

·               Responsible for establishing construction priorities and scheduling work based on subscriber growth, preventive maintenance, annual capital program, and company strategic goals.

·               Responsible for arranging and managing outside plant projects involving non-company personnel such as contractors, other utility companies.

 

Outside Plant Supervisor (March 2003 to May 2006)

·               Manage day-to-day operation of cable splicing and line construction work groups.  Responsibilities include staffing, supervision, planning, scheduling, purchasing and directing employees.

·               Implement and manage the WVT Pole Line Inspection Program to proactively identify and correct OSP pole line and cable defects.

·               Manage the departmental operating expense budget including the purchase of all necessary equipment and supplies required for the completion of program work.

·               Responsible for establishing construction priorities and scheduling work based upon subscriber growth, preventive maintenance, annual capital program and strategic corporate objectives.

·               Responsible for arranging and managing outside plant projects involving non-company personnel, such as contractors, other utility companies.

 

Outside Plant Engineer (May 2001 to March 2003)

·               Responsible for planning, designing, and developing cost estimates for all outside plant projects.  Responsibilities include: pole line design, design of copper facilities and design of fiber optic IOF and FTTH/ FTTB facilities.

·               Participated in the development of the five-year OSP construction program including identification of areas needing relief and rehab.

·               Responsible for the day-to-day provisioning of services in addition to the major project workload.

 

Lead Cable Splicer (July 1986 to May 2001)

·               Responsible for assisting cable splicing supervisor in the distribution of work crews and training of new cable technicians.

·               Directed on-site activities of cable technicians with regards to technical work steps and job site safety.

Cable Splicer (September 1975 to July 1986)

·               Performed construction and maintenance activities on all aerial, underground and buried telecommunications plant.

·               Demonstrated working knowledge of aerial, buried and underground copper and fiber optic splicing and repair methods.

·               Demonstrated ability to operate all types of test equipment approved for use in fault locating and testing of copper and fiber telecommunication cables.

·               Repaired and installed conventional T1, HDSL, GDSL and other digital systems.
