I begin my
career in the telecommunications industry as a construction contractor
installing aerial and buried plant. I was recruited by an
established engineering firm in the Midwest and started as an inspector,
technician, resident engineer and eventually managing all the outside plant
operation for this company. I am well versed in (REA) RUS
specifications and regulations of the RUS 515,517 & 217 to include new
fiber design and unit description, most of which are still being used.
I have designed fiber rings, CSA’s, and CLEC’s for very large exchanges
in over 15 states. I am
well versed in RUS design (both fiber & copper), staking, permitting,
contract administration and close-outs. My specialty is aerial plant, in
which I have experience in building, designing and staking. I have worked
with AutoCAD , Micro Station and Microsoft office Pro. I am familiar
with various CADD mapping programs and land base mapping. Work History: Feb.2013 to

Vinita OK – Sr. Project Engineer, implementing FTTH (triple play) and Smart

working with (REA) RUS funded programs in 1992, after selling my business in
Branson, Mo. I had owned and managed an abstract and title insurance
company for 17 years prior to selling it. This was during the building
and expansion boom in Branson. We also did construction inspection and
loan disbursement for lenders along with all type of real estate closings. My experience
in the RUS telecommunications industry includes obtaining, purchasing,
document preparation, and recording the leases or deeds for right-of-way and
site locations. This was in conjunction with the Telco’s tying
their offices, exchanges and new customer serving areas (CSA’s) together
based on our design for fiber to the nodes and upgrades of the copper plant
to 56K. Working with area designs, I have also been involved with
staking, testing, inspection, progress reports, CUP (construction unit
placement) sheets, billing, and all close-out documents. Handling
permitting in various states for federal, state, county, city, railroad,
turnpike, Corp. of Engineers, BLM, and forestry has also been part of my
