From construction, through design and management, the challenge of being a part of providing telephone service to an isolated area, which never had service, to today’s all-inclusive service has been an exciting and rewarding experience. 

I begin my career in the telecommunications industry as a construction contractor installing aerial and buried plant.   I was recruited by an established engineering firm in the Midwest and started as an inspector, technician, resident engineer and eventually managing all the outside plant operation for this company.   I am well versed in (REA) RUS specifications and regulations of the RUS 515,517 & 217 to include new fiber design and unit description, most of which are still being used.   I have designed fiber rings, CSA’s, and CLEC’s  for very large exchanges in over 15 states. 

I am  well versed in RUS design (both fiber & copper), staking, permitting, contract administration and close-outs. My specialty is aerial plant, in which I have  experience in building, designing and staking. 

I have worked with AutoCAD , Micro Station and Microsoft office Pro.  I am familiar with various CADD mapping programs and land base mapping.

Work History:

Feb.2013 to May 2014:  RECtec, Vinita OK – Sr. Project Engineer, implementing FTTH (triple play) and Smart Grid for Electric Cooperative. This project required building land base,  implementation  and designing of several  fiber rings for a 1500 mile plus system. The distribution of the system requiring GPON designed customer serving  areas .  All mapping and schematics,  drawn in AutoCAD, field staking  hand drafted to go to construction,  all projects electronically tabulated and preparation of  BOM.                    Ref: Shane Burgess:  918 418-9797

Feb. 2012 to Jan.2013: Bulldog Cable, Milledgeville, GA. - Sr. Project Engineer, Design, stake and inspect  FTTH, FTTP and FTTN primarily aerial in middle Georgia.  RUS  Fiber To The Home project  included Fiber Rings and GPON implementation.  All mapping and schematics  drawn in AutoCAD,  to go to construction.  All projects electronically tabulated and prep BOM.   Ref: Robert  Sheeran:   817 800-0101

Apr. 2010 to Jan. 2012: Windstream, Iowa - Manage, Design, stake and inspect Copper and Fiber, FTTP and FTTN.   The RUS project included  concentrator location and design, primarily Calix ODC 1000 and Adtran  5006 along with the cross-connect and copper distribution.  All mapping and schematics  drawn in AutoCAD, field staking  hand drafted to go to construction. Sept. 1998 to Feb. 2002:  OSP Engineering for CHR Solutions, Lubbock, Tx.  I was a Senior Design Engineer for various projects in several states.  Duties included design, field staking, construction inspection, and final closeout, Design, permit and implement Highway moves for numerous projects on state, federal and turnpikes. These clients were primarily CLEC’s and independent telephone companies using RUS funding. 

Oct. 1996 to Sept. 1998:  Self-employed. Telecom Engineering Consulting to smaller engineering firms involved with RUS design and build.   Along with our farming operation.

Dec. 1979 to Oct. 1996:   Employed by CH Guernsey & Co., Oklahoma City, Ok.  Inspector, Resident Engineer, and Director of OSP Operations. Primarily REA (RUS) projects, Design, permit and implement Highway moves for numerous   projects on state, federal and turnpike. Directed and handled all facets of OSP engineering for this company for the last 8 years of employment. 

Prior to Dec.1979:   Self-employed in construction of REA (RUS) telephone outside plant.

I begin working with (REA) RUS funded programs in 1992, after selling my business in Branson, Mo.  I had owned and managed an abstract and title insurance company for 17 years prior to selling it.  This was during the building and expansion boom in Branson.  We also did construction inspection and loan disbursement for lenders along with all type of real estate closings.

My experience in the RUS telecommunications industry includes obtaining, purchasing, document preparation, and recording the leases or deeds for right-of-way and site locations.  This was in conjunction with the Telco’s  tying their offices, exchanges and new customer serving areas (CSA’s) together based on our design for fiber to the nodes and upgrades of the copper plant to 56K.  Working with area designs, I have also been involved with staking, testing, inspection, progress reports, CUP (construction unit placement) sheets, billing, and all close-out documents.  Handling permitting in various states for federal, state, county, city, railroad, turnpike, Corp. of Engineers, BLM, and forestry has also been part of my duties.  I am familiar with various CADD mapping programs and land base mapping and Microsoft Office.

For the last few years I have been working with FTTP, FTTN and FTTH primarily to implement triple play.
