Program Manager

Technology specialist and Program Manager responsible for ensuring the strategic, operational and tactical objectives of public safety focused clients are met.  Versatile technology background in Networking and Technology planning, design and implementation.  Proven expertise in Broadband solutions engineering, MPLS networking, Next Generation solutions, Systems Integration, VoIP, Wireless communications, Convergence and Interoperability.

Key Achievements:

§         Program Manager and principal network planner for Armstrong County, PA multi-faceted project containing an 800 MHz Radio infrastructure, Broadband fiber network deployment and new Emergency Operations Center construction.

§         Network Planning and design for the Western Pennsylvania County Regional network a 13 county WAN based on MPLS and Microwave transport.

§         Program Manager for the Pennsylvania Emergency Management Agency (PEMA) leading the transformation of technology into next generation broadband communications. 

§         Delivered executive level reports to state representatives, senators and legislative budget and finance committees outlining necessary changes to accommodate regionalization and reorganization of the current 9-1-1 program.

Key Achievements:

§         Directed the 30 person line of business and became successful increasing the market segment revenue 42% during the last three years.

§         Accountable for all telecommunications and data networking consulting services, resources and projects as the profit and loss Director focused on next generation network solutions of a $10M market segment.

§         Senior network planning and design for the broadband stimulus (BTOP) grant submissions for the State of West Virginia, Brazos Valley Council of Governments and the State of Vermont.

§         Led the strategic direction for re-shaping the methods of 9-1-1 delivery focusing on creating Next Generation IP-enabled networks for Voice over IP (VoIP) using the Session Initiation Protocol (SIP). 

§         Coordinated the development of the first proof of concept of the Emergency Services IP enabled network (ESInet) for the US Department of Transportation.

§         Planned, designed, procured and implemented the 13 county MPLS backbone called the Regional Integrated Command Center network for public safety resiliency and high level insight.

VERIZON BUSINESS, Greensburg, Pennsylvania              2005 – 2006

Managed a top-tier, high-growth Transparent LAN Service (TLS) product portfolio. Led product development, product management and sales support functions. Coordinated strategic product development initiatives from concept, business case preparation, product positioning and execution. Technical Sales support with direct Sales to generate revenue-producing initiatives.  Managed relationships and negotiated contracts with vendors. Led pricing methodology efforts for products.

Key Achievements:

§         Instrumental in capturing $53M in direct sales of local and national switched Ethernet service.

§         Steered restructuring of pricing platform for national switched Ethernet service, contributing directly to a $1.5M revenue increase.

§         Established an alternative product-deployment strategy, reducing product deployment cost by 45% through strategic new product development methods.

§         Implemented technical CWDM alternative to extend TLS service beyond service territories while achieving a 50K cost savings per installation with the alternative.

VERIZON COMMUNICATIONS, Pittsburgh, Pennsylvania              2004 – 2005

Planner

Subject-matter expert and planning leader for Verizon FiOS network design and deployment. Selected, hired and directed efforts of all project implementation subcontractors. Monitored activities to ensure fiber optics systems were installed as planned. Delivered presentations at municipal public forums in conjunction with Verizon Public Relations staff regarding plans to deploy a fiber system throughout the region.

Key Achievements:

§         Outside Plant Engineer and Chief planner for DSL network expansion and FiOS implementation to areas throughout Western Pennsylvania turf area utilizing DLC augmentation adding approximately 1,200 new subscribers.

§         Played key role in design and development of a project management tool for tracking the progress of subcontractors.

§         Spearheaded development and implementation of cost-effective planning and design procedures for FTTP planning in Central and Western Pennsylvania, enabling ability to remain within $30M capital budget for 2004.

Directed development and launch of a ground-breaking product line based upon MPLS delivery of Ethernet service. Aided in oversight of product management team.
