Program Planning and Engineering Design

A.     Extensive Planning and Design Network

·         Conduct preliminary engineering and feasibility studies for the provision of new equipment and/or possible expansion of switching, transmission, outside plant and support facilities.

·         Develop, update and issue technology guidelines and appropriate network technologies and architecture design criteria and detailed engineering.

·         Design network configuration based on approved technology guidelines and standard engineering practices to consider the following:

_              Equipment/plant requirement including customized requirement.

-          Required operation support facilities.

-          Network routing, upgrading, rehabilitation, etc.

-          Other related design, network design and engineering activities.

B.     Project Facility and Cost.

·         Prepare, update and issue five years macro facility and cost, analysis and proposed local network projects.

·         Prepare work order (WO), Face Sheet (FS) and request for Construction Project Authorization (RCPA) and review/issue clearance for WO/FS and RCPA initiated by other group.

·         Prepare technical specifications for Request for Quotation (RFC) for outside plant projects under PLDT’s Expansion Program.

·         Conduct investment analysis of proposed local network projects.

·         Project implementation Support.

·         Prepare the master CPS and BOS based on the two year detailed implementation of provincial network.

·         Review detailed engineering plans from the OSP contracts.

·         Conduct design review meetings with contractors.

·         Evaluate and recommend changes in the specifications of requirement of various contracted projects.

·         Conduct inspections and surveys relative to the on-going and future implementation of various contracted projects and prepare corresponding survey reports.

·         Conduct physical inspection, site supervision, monitoring of on-going projects.

B.     Engineer I & II

·         Conduct OSP survey in preparation to the detailed engineering plans of World Bank Financed Package.

·         Rehabilitation of existing outside plant facilities including the re-routing of affected plant by other infrastructure projects.

·         Prepare detailed plan/design network dealing with:

_              Outside plant rigid and flexible network design for copper and fiber optic cable and conduits.

_              Primary feeder and secondary distribution cable projects.
