Engineering-Technical-Consultant role for over a dozen years. My experience
has been in both the Public and Private sector in many roles. I have been involved in the design, contract administration,
construction, and supervision of the following: Co-Gen Power Plants,
Telecom Systems, and the Certification-roll out of over 12,000 Electronic
Voting Systems deployed New York State. I have engineered, permitted, and
supervised POP (Point of Presence) and lateral fiber build-outs to several
high profile buildings in Boston MA, Hartford CT, Stamford CT, and Albany NY.
In addition I was instrumental in the engineering, build-out, and virtual
modeling of a major telecom network consisting of 97 collocation facilities
located throughout several states including MA, NY, PA, WA, OR, and
ME.
I have supervised and oversaw the construction of several Re-generation Buildings
along the NYS thruway for a long haul fiber build-out. Served as a team leader for NYSTEC (Consulting
Company) and worked on the VSA RF project collecting and compiling data into
a Microsoft Access Database used to engineer and construct a State Wide
Wireless Network build-out. Finally I have worked on several Natural
Gas Fired Combined Cycle Co-generation Facilities in various capacities.
Relevant
Technical/Management Accomplishments: NY State Board of Elections (2006-2012) – Certified the State Wide deployment of over
12,000 Electronic Voting
Machines.
Acted as an interface between the Voting Equipment
Vendors and New York State Board of Elections. Conducted test cases of EMS (Election Management
Software) upgrades, including functional testing. Provide Software and Hardware training to County
Election personnel by creating easy to use training manuals. Upgraded and performed Hash Checking on firmware of
Electronic Voting Machines. Trained and supervised temporary employees with
functional testing of Voting machines. Provided Test Deck training sessions to County Board
Election personnel. Conducted Acceptance Testing of voting machines at
many County Board of Elections. Sent out firmware upgrades of voting systems to
County Board of Elections throughout New York Maintained documentation on SFT and FTP sites and
disseminating documentation to County Boards. Field Engineer for NYSTEC (2004-2006) – Statewide Wireless Network (VSA Project) visual site
assessment
Conducted field assessments of both prospective and
existing RF tower infrastructure to be used for a state wide wireless
network. Prepared schedule of sites to be visited and assessment reports. Initiated and held kick-off meetings with county
agencies prior to conducting field assessments. Mined the FCC database for prospective RF tower
sites, collected field data on sites that were surveyed and prepared videos
along with site information collected. Completed FCC licensing applications. Compiled and then had to input data into Microsoft
Access Data base used in assisting the build out of a state wide wireless
network (SWWN). Field Engineer J Fletcher Creamer & Son
(2002-2004) – General Contractor on
the Phase 1 construction of a Multi-million dollar Civil Subcontract for
construction of various concrete slabs and underground Utilities of a 350-Megawatt Natural Gas Fired
Combined Cycle power-plant for (PSEG) Submitted weekly, monthly progress reports and
tracked change order payments for Electrical, Mechanical, and Civil
activities. Administered subcontracts in these disciplines. Received, logged, and transmitted subcontract
documents (Plans, Spec’s, and RFI’s) to ensure current revisions were used in
the field. Provided field engineering support. Communicated with both PSEG and Sergeant & Lundy
(Project Engineers) on construction issues via RFI’s within a software
package called “Project Talk”. Provided shop drawings and sent out RFP’s for anchor
bolt embed templates, structural steel frames, steel grating, and pre-cast
concrete manholes for storm/sewer piping. Equipment Engineer Fairpoint Communications
(1999-2002)-Equipment Engineer then
promoted to Construction Manger for a competitive local exchange carrier
(CLEC). Designed, supervised, and performed quality-assurance acceptance of
various collocation facilities in several States.
Designed, supervised construction, and accepted
collocation facilities in several states (NY, MA, ME, WA, PA, and OR).
Obtained building entrance permits into ILEC and RBOC central offices. Designed and virtually modeled equipment used
throughout the Fairpoint network into a Data Base called “TBS” (Telecom
Business Solutions Software) ahead of schedule. Received monetary bonus. Also designed T1, T3 and OC interoffice circuits
into “TBS” and issued DLR’s design layout requests Cut PO‘s, administered subcontracts, issued weekly
and monthly progress reports, trained personnel, reviewed vendor
documentation packages from Lucent and Nortel Networks for correct
specifications. Operated an OTDR to test db losses in fiber
build-outs (including an OC 48 Hot Cut project). Inspected sites in several states to ensure
Fairpoint quality standards were met. Designed & Engineered the layout of Equipment
racks inside collo cages including DC power, fuse assignments,
DSX cross-connects, grounding, shelf positioning, card population, and back
plane cross-connects.
Performed audit of entire network (97 collo’s),
including equipment, circuit ID’s, cross-connects, RBOC CFA’s (Circuit
Facility Assignments) & Power Distribution for collocation cages. OSP Engineer Telergy (1997-1999) - OSP engineer for a small CLEC, involved with the
design and construction of a long haul diverse, redundant fiber optic
network. Submitted design work to NYSDOT for approval and permits. · Designed and engineered aerial and underground fiber
construction builds for a diverse long haul fiber optic network build-out. · Filed for and obtained permits from power and telco
utilities for conduit/inner-duct placement and aerial pole attachments.
· Designed a major fiber lateral build out from I87 to
I787 via alternate route 7. Submitted design to NYSDOT Engineering Department
for approval and obtained necessary authorization. OSP/ISP Engineer MFSNT (1995-1997) - Designed, permitted, supervised construction,
various (Point of Presence) POP’s and lateral fiber optic build-outs in MA
& CT for a Competitive Local Exchange Carrier (CLEC). Issued and
administered subcontracts up to $25,000 with-out supervisor approval · Tracked contractor progress via accrual system
before authorizing payment. Permitted, managed, tested and installed (2) two
Caterpillar back-up generators in CT (Stamford & Hartford). · Supervised the construction of several re-gen
buildings used to house various telecom tenants on a multi-million dollar
long haul fiber project on the NYS thruway. Provided as-built drawings,
permitted -coordinated utilities fed into buildings (electrical, phone, and
fiber) along with placement of concrete transformer vaults. · Checked db losses at fiber-optic patch panels with
an OTDR (Bi-Directional) and Power meter. Prior work experience includes being employed as a
field engineer on (2) additional Natural Gas Fired Combine Cycle Power
plants. One as a Mechanical Engineer for LG&E power
systems (The GC) on 79MW combined cycle co-gen plant in Rensselaer NY. I performed all the preliminary mechanical piping
take-off totaling $5 million and tracked job progress, and field change
orders submitted by mechanical contractor for payment. The other as a Structural Steel Field Engineer on a
57MW Natural gas fired combined cycle power plant project in Ilion NY for
Zurn-Nepco. I was responsible for field engineering and
structural steel construction which included the power house building. I staged the structural steel columns and beams in
an orderly fashion. Made sure that beams and columns had proper placement
(elevation & configuration) of various bolt hole patterns, sizes, and
beam clips in accordance with engineering plans and specifications. Made sure
they were in accordance with engineering plans and specs. Also sketched
