Led project team in assessment, planning, material procurement, troubleshooting, repair, testing, certification, and documentation of existing Outside Plant fiber infrastructure to meet critical operational dates totaling 35 million. Established quality action process to document non-conformances and deficiencies.  Identified and mitigated all identifiable risks. Oversaw tower and antenna construction for both base cell and radio systems. Accelerated site, system and infrastructure assessments to finalize the BOM early in project schedule. Evaluated all statements of work and recommended level of effort and skill/labor category support requirements to contract and funding managers.  Developed subcontractor statements of work.
