Manage construction of microwave back haul links to facilitate foretasted   T-1 and Ethernet. Managed creation and submittal of CDs for site acquisition (SAQ) to install collo cabinets and electronics, obtain LOS data and submit to tower owners proposed antenna rads. Oversee the design build (engineering and construction) contract to build a (DAS) network in NYC for 3 boroughs (Bronx, Queens& SI).  Sole point of contact for all project related functions. Chair weekly meetings with departmental staff on progress, assess risks, and potential issues that could affect budget or project timelines. Direct change control process; create business cases cost/benefit analysis for client. Meet and negotiate with, vendors, utility company (VZ, Con ED reps), stakeholders, sub contractors and municipalities. Set up status reporting and inspection processes for project related work functions, deliverable, and milestones. Developed and reviewed comprehensive fiber infrastructure plans/drawings (800 plus miles) to support a 1300 antenna deployment. Manage CAD drafters, field engineering personnel developing plans, assessing make ready, RF teams drive testing, Local 3 union trades people, and sub contractors installing cable, conduit, IONS (UMTS) and BTS equipment. Audited drawings and tracking documents (QA, QC) for errors and omissions. Initiated and

integrity based individual performance incentive program which evaluated team member performance. Created a tracking mechanism for submittal of the various test results (RF, Sweep, OTDR) to ensure said results were within project specifications. Brought the project from the design concept to construction and on line in 1 ½ years. Provide final close out as-built CAD and OSP Insight documentation.

Support sales and network O&M  in engineering and estimating projects for ISP/OSP installations of tech facilities, POP’s, WDM, SONET, ATM, LAN, WAN, DSL and Frame relay based local and LD network connectivity. Write MOP (MASTARS), enter data in SAP, purchase material via ARIBA, integrate LMS/ SCADA requirements into network designs. Manage local networks, responsible for capacity planning in Albany, Rochester, Buffalo, Springfield, and Hartford.
