Project History

While stationed at Griffiss AFB I was on a team that installed 400,000 feet of 144 single mode (OS-1)

cable from Transcom to the tower on Scott AFB. We performed all outside plant construction (OSP), as well as, the pulling and splicing of cables on the project. I was responsible for all splicing and testing documentation as team leader.

Working for System Technology Associates I was in charge of outside plant construction. I helped design/engineer the OSP infrastructure for the Aradium Project at Vandenberg AFB. This project consisted of over 30,000 feet of new conduit, the placement of 20 manholes and the splicing of 60,000 feet of 288 single mode (OS-1) fiber. I also assisted the senior systems engineer in the installation and provisioning of a 16-node Alcatel 1603 sonnet system. I implemented QC/QA policies and made sure they were adhered to.

I was the lead technician while working for Baker Support Services. My duties consisted of the following; all copper splicing, all fiber splicing, all outside plant construction, ISP I/R work and CAT5E/5, CAT4, CAT3/LAN work. I assisted in the engineering of all cable projects. While working at Baker Support Services I supervised the installation of a fiber optic project that ran roughly 8,000 feet from the central office to the Nobe Hill area of Travis AFB. The installation consisted of installing 9 hand holes, 8,500 feet of multi-guard conduit and splicing 80,000 feet of cable. This installation was involved with a new DMS 100 Nortel Switch. I assisted with the cut over splicing in the heat up of the new switch and made sure QC/QA tempest requirements and link loss budgets were met.

As the outside plant construction project manager and lead technician for JJB Network Technologies my duties consist of the following; I assisted in the supervision of cable projects, splicing of all ring and hot cuts, training of apprentice splicers, engineering of cable projects and customer relations.  Some of the clients that we worked for were: Adelphia Business Solutions, Williams Communications, MCI WorldCom, AT&T, Level-3 Communications and Qwest Communications. While working for Adelphia Business Solutions I spliced 2-732 strand cables out of the main central office. Due to a customer error, I had to redesign/engineer the project so that the customers tempest and link loss budget requirements were met. In doing so, our customer’s cut off date for services were met two weeks ahead of schedule. Another project that I worked on while working for JJB Network Technologies was for East-Com Utility in Easton, Maryland. It consisted of over 50 Midspan aerial lateral splice locations and the building of a Siecor management system at the headend with over 900 pigtail splices (FTTX: FFTC, FTTB, FTTH and FTTP). I coordinated with acting project manager to make sure that the customer’s needs were met.

While working for OSP Consultants, as fiber optic splicing lead technician, I assisted in the completion of Looking Glass Networks DC market, (FTTX; FTTC, FTTB, FTTH and FTTP), which consisted of splicing 40-864 loose tube/ribbon splice locations and the splicing of two central offices each consisting of 1768 splices. I also developed asbuilt drawings/cut sheets for five separate redundant ring configurations consisting of lengths: 61,000’, 164,000’, 173,000’, 222,000’ and 244,000’.

I am currently working for OCTO, a government organization with in Washington D.C. This is an ongoing construction project consisting of placing and splicing over 3 million linear feet of fiber optic cable to roughly 1,400 proposed government/commercial locations on a MPLS, Sonnet, DWDM-100Gigabit and CWDM ICT network through out the District of Columbia; public schools, police, fire stations, libraries, rec. centers and other critical government administrative agency buildings. I managed/supervised all ISP/OSP splicing and construction activities. I supervised all hot cuts. I perform all post testing; obtaining as built documentation and red lines. I currently perform ISP-OSP QC/QA inspections and design assessments utilizing; TIA/EIA, IEEE, ANSI, OSHA, NEC/NFPA-70, NESC, NEMA, UL/ASTM and BICSI industry cabling standards for all contractors and district personnel. I provide project management with recommendations on ISP/OSP infrastructure design/engineering construction related issues with EWO’s (Engineering Work Orders). I engineer/design cut sheets and MOPS for network operation activities with vendors; Level 3, Comcast, RCN, Verizon and internal personnel. I coordinate with vendors on issues that are network impacting to operations. One project that I recently worked on was the relocation and migration of a data center outside of the District of Columbia. I redesigned the physical/optical paths for 7 separate transport/metro rings and 38 distribution rings, multiple (1,000s) of data and critical government agencies information transport system circuits. I designed and engineered all cuts sheets and MOPS associated with the necessary fiber optic splicing to accommodate this migration. I supervised/managed subcontractors and operational teams performing cable placement, splicing activities during the various phases and migration of the data center. Finally, I personally obtained all post testing information; OTDR, OLTS, as built documentation, link loss budgets, channeling/padding for circuits and metro rings during the migration of this data center without any OSI or BER (Bit Error Rate) related issues.

I am also currently helping to create and develop an educational curriculum for the District of Columbia’s Summer Youth Employment Program (SYEP). The following course modules are included in this proposed curriculum; Course #1: Transmissions Principal and Theory, Course #2: Copper and Fiber Cabling Infrastructure (Principals and Theory), Course #3: Wireless Applications (DAS Principals and Theory), Course #4: ISP/OSP Pathways and Infrastructure Design (BAS Principals and Theory as well), Course #5: Data Center Design (Principals and Theory) and Course #6: Network Architecture/OSI (Open Systems Interconnecting Layering Models #1-#7 Principals and Theory).
