I have designed, engineered & managed multiple large scale OSP projects & wireless deployments from conception through test and turn up. My largest project was in excess of 100M with 87K contractor billing daily.

 

AT&T/ Matrix ASG End 2 End PjM June 2014-December 2014

Manage AT&T Small Cell Deployment Program initiatives. Manage customer expectations, AT&T vendors, tracking systems & financial reports for assigned sites.

 

Google Fiber/Bechtel OSP Engineering & Design November 2013-April 2014

Review client guidelines to ascertain best engineering design practices. OOM performed via desk top assessments for aerial make ready and UG feasibility. Provide input to EPC RFP. Create sample design models to automate FTTx designs producing a BOM utilizing ARCMap, AutoCAD Map, 3GIS, MapInfo, CAD 2014 and Microstation. Collaborate with the construction dept. to value add engineering for their management.

 

Mycom UPNY AT&T/Verizon CPM August 2013-Novenber 2013

Evaluate the overall vendor contract compliance related to fiber and wireless construction. Create master tracker to analyze logistics, installs, test and turn up of sites. Update with CASPR, NORAD, Siterra and other data daily. Develop methods to manage technicians & GC workflow. Streamline process to ensure GCs collect and submit required COP forms and pics per AT&T guidelines. Oversee Small cell and DAS

Goodman/TMO/NSN CPM Dallas Modernization August 2012 -August 2013

Create master project tracker to schedule delivery, install, test and turn up of sites Manage GCs conducting MOD and LTE builds. Monitor P&L as related to the contract terms. Hosted daily progress calls to update NSN on construction progress. Support NSN and TMO site acquisition teams to resolve legal and civil issues to obtain NTPs. Coordinate with NSN/TMO scoping and estimating sites. Clear alarms as needed by dispatching the right tech and or tiger team based on the daily alarm report. Develop a process for punch list, close out package and QC deliverables to be entered into Siterra and IPM.

 

Ericsson/USCellular Implementation Manager Madison WI Aug 2011–June 2012

849 site RAN LTE and EVDO for MPCS. 500 site eNB LTE wireless deployment for USCC.  Act as the customer facing representative. Manage NAL supply chain issues. . Create master project tracker to schedule delivery, installs, test and turn up of sites. Clear alarms by dispatching the right tech and or tiger team based on the daily NIC report. Oversee the close out package QC and entry into Site Handler.

InLine Project Manager, Birmingham AL, Jackson MS

40M Broadband Stimulus BTOP project. Ensure adherence to Federal guidelines. Create from the ground up a complete engineering dept. Outline standards and processes. Train new employees on the various project trackers and drawings.  Train FE’s in the collection of field data (strand maps, excavation lines, bores, etc.) and create CD's. Set up admin to process to submit pole Applications and permits. Write RFPs to secure vendors. Select vendors/contractors and manage the capitol expenses related to the construction efforts across the board using multiple vendors and in house employees.

LTS / ZAYO   Project Manager, Minneapolis, MN

Provide day one support to implement the project management of a 391 site 900 mile OSP FTTC 3G to 4G project for T-Mobile. Support the installation and implementation of Siterra. Analyze process flows, policies and procedures in place. Interact with the stakeholders to expedite the sites through acquisition, LL approval, BAA’s, NTP to trigger RTC. Made recommendations, created org charts and excel spread sheet trackers to facilitate proper accounting, change management and risk assessments of all OSP construction, splicing, and equipment deployment to the tower sites through test and turn up.

Sprint/Fibertower  Deployment Manager, NYC, Boston, MA

Manage construction of microwave back haul links to facilitate foretasted   T-1 and Ethernet. Managed creation and submittal of CDs for site acquisition (SAQ) to install collo cabinets and electronics, obtain LOS data and submit to tower owners proposed antenna rads. Verified engineering via Granite. Track deployments via Siterra.

 

Lexent /NextG Networks / Metro PCS, Project Manager NYC 2006-2009

Oversee the design build (engineering and construction) contract to build a (DAS) network in NYC for 3 boroughs (Bronx, Queens& SI).  Sole point of contact for all project related functions. Chair weekly meetings with departmental staff on progress, assess risks, and potential issues that could affect budget or project timelines. Direct change control process; create business cases cost/benefit analysis for client. Meet and negotiate with, vendors, utility company (VZ, Con ED reps), stakeholders, sub contractors and municipalities. Set up status reporting and inspection processes for project related work functions, deliverable, and milestones. Developed and reviewed comprehensive fiber infrastructure plans/drawings (800 plus miles) to support a 1300 antenna deployment. Manage CAD drafters, field engineering personnel developing plans, assessing make ready, RF teams drive testing, Local 3 union trades people, and sub contractors installing cable, conduit, IONS (UMTS) and BTS equipment. Audited drawings and tracking documents (QA, QC) for errors and omissions. Initiated and

integrity based individual performance incentive program which evaluated team member performance. Created a tracking mechanism for submittal of the various test results (RF, Sweep, OTDR) to ensure said results were within project specifications. Brought the project from the design concept to construction and on line in 1 ½ years. Provide final close out as-built CAD and OSP Insight documentation.

 

 

MCI Worldcom, NY, MA, RI, ME, VT, NH, Conn. 1996-2005 Regional Installation Manager, Northeast Region Engineering & Implementation

Support sales and network O&M  in engineering and estimating projects for ISP/OSP installations of tech facilities, POP’s, WDM, SONET, ATM, LAN, WAN, DSL and Frame relay based local and LD network connectivity. Write MOP (MASTARS), enter data in SAP, purchase material via ARIBA, integrate LMS/ SCADA requirements into network designs. Manage local networks, responsible for capacity planning in Albany, Rochester, Buffalo, Springfield, and Hartford. Develop fiber & electronic solutions integrating and or relocate legacy networks, nodes, data centers and or terminals, interconnect CLEC”S/LEC’s while maintaining service and continually adding buildings to each respective network. Provide “on site” support for all fiber activities and Fujitsu equipment “adds, moves and changes” OC-3 to 48, DWDM, related moves required to add or relocate network elements. Quarterly maintenance budget was in excess of $1M. CAPEX to $10 million. Manage coordination of the restoration efforts post 9/11.

 

AT&T Government Systems Div. Tel Tech GA, NC Project Manager 1991-1996

Traveled extensively for Government contracted cable and equipment installations using all equipment, backhoes, trenchers, reel, and cable pulling trucks, OTDR’s, VLF, etc.. Supervised direct report company PMO union personnel and contractors involved in cable placement, splicing and equipment installations for the (OSCAR) program. Reported weekly employee hours, production based billing and overall status reports.  Provide as-built red line drawings/blue prints and cost accounting for projects.

 

American Intercable Inc. Manager, Designer, and Estimator 1988-1991      

Manage day to day operations of an RCDD installation contractor. Handled accounts payable s and receivables.  Interviewed, employed and terminated employees.  Prepare estimates and replied to Federal, State, Local Government and private sector RFP’s and RFQ’s. for LAN/WAN, telecom, PBX, CATV for DOT, CCTV, HFC, Voice, data, and video projects. Coordinated with vendors to determine the best product line (IE: Panduit, Commscope, Belden, Ortronix, Wiremold, Leviton, etc. etc) for the application.

 

Adirondack Cabling Technician and Installation Supervisor 1983-1988        

Installed, programmed and cut-over various PABX, PBX. LAN, WAN systems including Northern Tel, Rolm, NEC and Mitel.  Installed ISP/OSP cable including fiber (SM & MM), copper to 3,000 pr., coax, Ethernet, IBM type 1&3, and BICSI approved.  Responsible for creating cut sheets, terminations, splicing and testing

 

United States Army Tactical Communications Repairman 1979-1982              

Installed, maintained and repaired radio, crypto and teletype equipment.  Involved in high level secure communications transmissions and scrambling.  Received Secret Clearance.
