Tier II Network Design Engineer

Tier II provides support for all Configuration, Accounting, Performance, and Security management functional areas.  Some fault resolution is done at Tier II for more complex problems elevated by Tier I in accordance with NOC standard operating procedures.  Tier II works a normal duty day but provides 24x7 coverage via an on-call process, or additional scheduling as needed.  Specific duties include:

·          Participate and provide information for daily Ops briefs to the DISA CONUS leadership

·          Performance management and metrics on operational networks for proactive fault prevention.  Network analysis for problem areas and trends to isolate issues before they become outages

·          Customer access requirements analysis, engineering, and configuration management of those circuits not requiring additional hardware or bandwidth.  Requirements needing additional backbone bandwidth or hardware are passed to Tier III for engineering action and tracked by Tier II.

·          Coordinate with contractors, vendors, and customers to schedule system downtimes for authorized service interruptions

·          Coordinate with both military and commercial agencies to schedule installations of customer access circuits

·          Initial, Testing, and Acceptance (IT&A) of new network devices and circuits

·          Manage and maintain network device configurations, access, and permission levels for all users

·          Security Administration:  Manage the Information System Security Program (ISSP).  Evaluate and recommend Information Assurance (IA) products and IA enabled products, maintain accreditation status, evaluate security incidents, provide all pertinent information surrounding security incidents, and make recommendations to assist the ISSO in evaluating the severity and ramifications of security incidents

·          System Administration:  Responsible for configuration, troubleshooting and performance management of  NOC servers, workstations, network components, and software

Manages, configures and maintains the Defense Information Systems NIPRnet, SIPRnet, GIGbe and IPCore networks.  These world-wide networks support all military installations and are comprised of Cisco 7000 series and Juniper network routers, Larscom CSU / DSUs and military encryption (KIV, KG). Trained in the operation and maintenance of Iridium Satellite Telephones, L3 Communications Secure Telephone Equipment (STE), INMARSAT voice and data terminals and LG iris scanner biometric recognition products. Provides technical expertise to setup, operate and maintain this equipment configuration. Furnishes training to the military personnel assigned to this equipment package. Technical expert on communications system consisting of a Lightweight Multi-Band Satellite Terminal (LMST) that feeds a Promina 400 multiplex system. This equipment provides the long haul backbone to interface the Redcom IGX-C telephone switch and Cisco router system to provide voice and data services to the customers. Providing all Enterprise Network core services to approximately 400 users in a deployed location.

Maintenance Control
Being assigned to the Staff Function of Maintenance Control has provided a broad management experience base in everything from communications infrastructure to end user equipment. The deployed mission of the Communications Focal Point in support of an Air Operations Center has provided an opportunity to manage the numerous installations of a communications site capable of supporting the needs of 6 combat cells, a top secret information facility and all supporting network support. Literally hundreds of Unix and NT clients running on 6 separate network rings running through one technical control facility and finally across a satellite link. Additional responsibilities include building and delivering a weekly briefing of the current equipment status to the unit commander, training manager for the work center, and computer security manager for a 270-person unit.

Duties included installation and maintenance of the secure tactical communications systems consisting of a tactical satellite voice and data package based on the LST-5/ PSC-5 Hammer Rick System. Secure communications are provided by the use of the KY-99A encryption device. High Frequency voice and data package based on the Rockwell Collins HF 80 series transceivers, later upgraded to the Mackay TMR 90 Series system. Ultra High Frequency data and voice support was supplied by the AN/GRC 171BV2 and 171BV4 HAVE QUICK model radios. In addition I serviced, programmed and repaired the Motorola Spectra model Land Mobile Radios and repeaters.

Duties included maintaining and repairing AN/GRC 206 secure radio communications palette. Other features of this package were a rubidium frequency standard, KY-99A encryption system, SINCGARS VHF FM, PRC 104 and 113 man-pack systems, and an AN/PSN-11 GPS navigational receiver

Ground Radio Maintenance Technician
Maintained repaired and operated a High Frequency Global communications system. Equipment includes Rockwell Collins H.F. 80 System with computer controlled antenna matrix, Harris High frequency Pacer Bounce Model AN/URC-119, Rockwell Collins High Frequency 651 System, dial up access system to control the radios and rotating log period antennas. Missions supported include Mystic Star (Presidential Communications), MARS (Military Affiliated Radio System) Network, Scope Control / Scope Signal III (worldwide High Frequency Network) SITFA (Spanish Intelligence Network). Due to manning shortages we were often augmented into the technical control function of the site. We were trained to use the Firebird test set to bit error rate test the internal system lines, and trained on time domain reflectometers to check the antenna transmission lines.
