The DOD and the VA are engaged in a $4B joint program to create a range of common health and benefits services for veterans and active duty personnel.  A core component of this program is the integrated Electronic Health Record (iEHR) which will ultimately replace existing agency specific records and capabilities.  The iEHR will span both agencies medical/benefits facilities and provide common capabilities, services, taxonomies and records.

 

I am coordinating the development of the Service Oriented Architecture (SOA) and the installation of an Enterprise Service Bus (ESB) that will enable both new and existing legacy applications to function together.  I am:

 

• Serving as a senior technical engineer providing supervision, technical authority, oversight, and guidance to the design and development of a systems engineering framework that supports the ESB/SOA.

 

• Providing expert technical analysis and recommendations regarding data, messaging and service and application integration for the SOA/ESB.  I am assisting with the development of messaging, data federation, data management services, virtual private record cache, identity and access management, and terminology services that will be integrated into and available from the SOA/ESB.

 

• I am providing oversight to the design and development of critical service discovery, registration, mediation, messaging, routing, transformation, security and governance components for the SOA.

 

In support of this project, the VA and DOD will roll out 8 new development and test centers (DTC) which will house these new services.  As a senior engineer, I am providing expert technical analysis and supervision for:

 

• The development, integration, maintenance and deployment of the SOA/ESB at each DTC location.  This includes the core network design, identity and access management, data storage and database services, virtualization of platform and enterprise services, client/server messaging services, and application and service design, development, integration, testing, delivery and deployment.

 

• The close collaboration between government agencies, private sector, and contracted services that are developing and delivering components for this highly environment.

 

• Future development of enterprise IT infrastructure including re-use strategies, evolving and emerging technologies which will include mobile, virtual and cloud technologies.

CIO              US Navy Headquarters, Naples Italy                                          JAN 2007 - Jan 2013

 

I established the Office of the CIO (OCIO) for the Commander of US Naval Forces in Europe and Africa, and the US Sixth Fleet.  In this capacity, I directed the complex networks and communications services that support the mission of US Navy in Europe and Africa as well as the forces of the US Sixth Fleet.  These services support over 11000 service members, civilians and employees across these two continents.  I provided the full range of communications capabilities through an extended asset base that exceeded $20B and supported the operational, intelligence, surveillance, analysis, targeting, and Command and Control requirements of this command.  I provided direct management of all theater communications and services including IP, satellite, radio, terrestrial and mobile services required by this command.

 

I focused the OCIO on modernizing infrastructure and services while establishing an enterprise framework for the cost effective delivery of these services to the theater.  I directed a specific focus on generating efficiencies, providing a measurable return on investment, and delivering innovative solutions to communications issues.  As a result, I was able to:

 

• Modernize and upgrade theater communications (both afloat and ashore) while eliminating redundant and aging systems and consolidating enterprise services to the Naples HQ area.  This generated manpower and infrastructure savings that exceeded $225M over my tour length.

 

• Design and develop a state-of-the-art fleet communications center for the US Sixth Fleet.  This innovative communications nerve center boasts unique facilities, including Virtual Desktop Infrastructure, which allows a small watch team to access thousands of communications systems across many disparate security enclaves.  It is now a show piece for the US Navy.

 

• Authored a whitepaper which introduced an innovative business and technical ‘architecture’ that would save the US Navy approximately $4.5B over a 5 year period in development of critical Command and Control systems utilized throughout the Navy.  This whitepaper is being examined by the ASN/RDA and the DON CIO.

 

• Delivered critical new communications networks and systems to support national missions.  These systems included coalition networks designed to integrate US and coalition partner planning as well as support humanitarian assistance efforts in the region.  These systems were brought to bear in Operation Unified Protector and in the Haiti relief efforts and provided valuable coordination capabilities in both cases.

 

• Developed the first comprehensive communications-related budget, fiscal, and acquisition strategy for this command.  The thorough budgetary planning process which I developed enabled the command to exercise control over its IT spending patterns and to consolidate and eliminate unnecessary expense. In addition, I developed the Capital Planning and Investment Control (CPIC) instruction for the command which weighs and prioritizes all IT-related proposals across the command eliminating ad-hoc spending and waste.

 

• Provided clear and concise guidance and information to senior leadership on complex communications issues as they related to operational impact. I founded the NAVEUR/NAVAF Symposium on Command and Control to discuss ideas and proposals about the “way ahead” on Navy Command and Control.

• Reorganization of Jabber's Product Engineering Department which trimmed some staff while simultaneously adding key leadership to QA and Development.  I formalized development processes between organizations and introduced an Agile development methodology.  These changes produced a highly effective team that produced the first commercial XML-based Enterprise Instant Messaging product in the market which was rapidly matured by successive releases.  These products generated over $7M in revenue which established Jabber in the Enterprise Instant Messaging market.

 

• Formulated the strategic product requirements that differentiated Jabber in the Instant Messaging Market which included an open, standards-based approach.  I led efforts to establish XMPP as an IETF standard for Instant Messaging.  This is a cornerstone IETF standard today.

 

• Succeeded in producing a robust and reliable enterprise IM service utilized by large ISPs because it provided support to over 250,000 simultaneous users while delivering over 70M messages a day.  This led to $12.5M in additional venture financing for Jabber.

As the Director of Windows OEM Development, I developed and executed the market and product strategies which enabled Veritas to enter the Windows OEM market.  This enabled Veritas to sell its flagship products through highly leveraged relationships with key Windows OEMs such as IBM, NEC, HP, Dell, Compaq and Microsoft.

 

Central to this strategy was the placement of the Veritas virtual file system technology into the Microsoft Windows core product which was enabled by a strategic agreement with Microsoft which I led.  I negotiated ensuing strategic partnerships with selected OEMs to provide value added services on top of the core Veritas product which generated millions in new revenue to Veritas.  I was responsible for all aspects of this strategy as well as the rollout of several key Veritas products into the Windows market including Backup Exec, Volume Manager and VxFS.  In addition, I led the efforts to integrate these products into key Microsoft applications such as Exchange and SQL Server.

I established this facility in order to develop closer strategic research and development relationships between Microsoft and NEC Corporation.  I grew the organization from inception to over 130 individuals who delivered the Asian versions of Microsoft products that produced $100’s of millions in revenue for NEC.

 

I developed the strategic relationships with the key Microsoft development groups that enabled NEC to co-develop Microsoft operating systems, Microsoft Office, Visual C/C++, Visual Basic, IIS, Exchange and SQL Server for the Asia-Pacific markets.

I coordinated the MIPS software development efforts that enabled Microsoft to support the MIPS chip when Windows NT 3.1 was introduced. I provided technical information and support to Microsoft engineers developing the Windows NT operating system.  In addition, I developed and/or debugged device drivers, HALs, compilers, and firmware to support the development of MIPS platforms.

I successfully planned, developed and delivered a complex technical solution in support of a complete overhaul of NASA Ames computing infrastructure.  This $110M RFP provided a complete upgrade to existing infrastructure including servers, clusters, desktops and high end graphics workstations.

 

As Manager of Technical Sales, I led two sales support teams with 13 engineers and a budget of $3.2M.  We successfully met all district and corporate sales goals by supporting over $140M in district revenue in FY 1988-1989.
